This monitoring parameter sets a threshold that will set the BTPCFOrgQuotaRoutes check to Warning if the number of routes used as a percentage of routes in the org quota is higher than the defined value, but lower than OrgQuotaRoutesMaxRoutesUsedPercentCrit.
